South West Highway Alliance , alliance manager
Emma Cockburn is the South West Highway Alliance’s Programme Manager. She has over 15 years’ experience of working within the Local Government highways and transport sector, and has been involved in number of strategic partnerships during the course of her career. The SWHA was established in 2013 and initially envisaged a similar programme of large-scale, collaborative procurements as witnessed in the Midlands Highways Alliance. While some framework and shared contracts have been pursued by the Alliance, attention has shifted more recently to tackling universal issues that lend themselves to collaborative initiatives. The SWHA comprises a number of regional technical groups that offer excellent forums for knowledge exchange and opportunities for incubating projects with the potential to deliver real value to the authorities involved. Emma provides a link between these groups and the SWHA Programme Board and guides them to ensure delivery of the Alliance’s objectives, offering the additional incentive of administrative support, meeting spaces and free sandwiches.
